Two trains collide in rural Russia, one of them housing nuclear weapons that go missing after the wreck, and the U.S. government is alerted. Nuclear specialist Dr. Julia Kelly (Nicole Kidman) believes that there will soon be a terrorist attack, so Lt. Col. Thomas Devoe (George Clooney) joins Dr. Kelly as they try to track down the warhead-stealing culprits. They learn that Yugoslav terrorist Gavrich (Marcel Iures) has his hands on the weapons, and he's plotting a devastating attack on New York.

Leder tries to bring a sense of grief to a body-count-happy genre, but you can't have it both ways. Every time Kidman and Clooney take a break from their movie-star bantering to mourn a death, it rings hollow.

The film goes on autopilot for its last act, with the usual canned chase scenes down Manhattan streets, heroes climbing over automobiles, sirens blaring, cars crashing, etc. This used to be known as "second unit'' stuff. Now it's the centerpiece.

Between Mimi Leder proving herself on a major studio production, George Clooney’s rise as a movie star, and Nicole Kidman’s strong on-screen presence, The Peacemaker still plays as an effective late-’90s action thriller.

DreamWorks' very first release didn’t launch as successfully as anticipated, with The Peacemaker earning mediocre reviews and failing to earn back its budget at the U.S. box office. The lack of excitement was understandable.

The opening train sequence is nothing short of incredible, and the final chase through the city is exciting. In between those two bookends is 90 minutes of Kidman struggling with an American accent and Clooney proving why he shouldnâ(TM)t be an action star.

Everything in this movie is bad. It is so cliche, it is embarrassing. But not as embarrassing as the dismal acting of Nicole Kidman. Terrible terrible movie.

Though this action-political thriller has a decent pair of leads, a few good action scenes and a solid score by Hans Zimmer it is utterly undermined by its predictable narrative, cliched plot and script and 'baddies' whose motivations make no sense for the actions they partake in.
