Critics Consensus

The script gives Billy Zane little to work with, and thus he plays The Phantom as a friendly but completely one-dimensional hero.

Despite all the pirates, the pulp, and the purple, this ends up a plodding slog. The comic character may sometimes be called "The Ghost Who Walks," but the action merely crawls and never seems alive at all. The backstory goes that the original screenplay was meant to be tongue in cheek, a fact which chokes the whole production (excepting the scene-chewing treat of Treat) when played straight.

Everything is cartoony, charming and delightfully camp... in purple lycra. A hero movie that doesn't take itself heavy or seriously, but understands it's childlike sense of wonder and fun.

A hard watch, I cringe a lot throughout the movie. It does have some decent action scenes but that's it. Writing is horrible!

Yeah, a white guy in a purple outfit that is lord of the jungle, Yeah I could of seen myself spending my hard earned money on this "big time" movie... I know it was based off of a pulp comic back in the day but I never thought hollywood would have the nerve to pick this pulp hero to make in a movie. even in the day and age of the year 1999 ... The script is childish, the acting is unbeleibly bad and the just the wrong movie the time and age, even in 1999.
